On Thursday, Amazon.com Inc (NASDAQ:$AMZN) stated that the company is planning a $5 billion construction of a second headquarters in North America. By promising the creation of 50,000 new jobs, Amazon is prompting different cities and states to come up with attractive offers.

Just how big will this 2nd headquarters be? For starters, Amazon intends for it to be as important as its Seattle home base. The company is striving for a location with more than a million people, with an international airport, good education,and mass transit.

Despite the tough criteria, local governments have shown they will go great lengths to secure jobs and investment. Specifically, popular incentives included land-to-fee cuts, and relocation packages. As a reference to the possible scope of generosity, Wisconsin’s legislature recently granted a Taiwanese manufacturer a $4 billion incentive package to build a $10 billion liquid crystal display factory.

Out of the 50 cities that have the 1-million population Amazon targets, likely contenders include U.S. Midwest states, specifically Texas, which is the base of the Whole Foods Market (NASDAQ:$WFM) grocery chain Amazon acquired this year. The company will see proposals until October 10th, with the final decision date to be early next year.

Amazon’s shares were up 1% at $978 on Thursday.
